burglar_bill_smallIn 1998 the EPA ordered Public Works Wastewater Management Department (WMD) to upgrade their technology and start creating a digital video diary of Denver’s Sewers. As well, they ordered them to adopt a national standard of sewer collapse risk assessment called the NASCO PACP. WMD created a system called MIMS and GIS. Which stores maintenance records, videos inspection, evaluations in digital format in a Geographic Information system ordered data bank.

 

Under increasing pressure by the EPA to make WMD take better care of our sewers, in early 2004 Public (WMD) did this Sanitary Evaluation Sewer Survey (SSES) of every foot of NW Denver system.  The videos are in high quality digital complete with the collapse evaluation of the sewer main.

 

WMD hasn’t told anyone about this..for the obvious reason that they don’t want you to know what going on in the main. The want you to believe that the reason you tap has broken is your not taking care of the pipe so they can get you to pay for it. Acctually the EPA ordered WMD to create a web site explaining all of the sources of bacterial contamination water..the EPA doesn’t enforce sewer maintenance the enforce the Clean Water Act. However because the 1st generation VCP sewers contribute to bacterial contamination of ground and surface waters the  EPA has some say so in how sewers are to be maintained and what needs be done.  The EPA can’t possibly monitor all the sewers in the US and cant even keep up with delinquent wastewater utilities like WMD..That’s the reason for the rule about creating a public information web site on ALL sources of contamination. So that citizens can help the EPA keep an eye on WMD. But since this would include the sewer and WMD doesn’t want anyone to know just how bad our sewers mains are …what WMD tells everyone instead is to get a video inspection of their own private sewers. This cost a minimum of $99.00 and is done usually by a plumber’s Bird dog… That means a guy that gets paid a commission to bird dog out pigeons to be plucked…

 

What WMD doesn’t tell you is that the video inspection and report covering up to 200 feet (manhole to manhole) of sewer main and up to 10 private taps only cost $30.00 per copy.

And that it your federally protected right to have it and for them to give it to you within 3 days.

 

So by obtaining this video and reports for just $30.00 many homeowners can see the sewers mains failing and if it causing the taps to break and have a professional engineers evaluation of it..which is a legal document…No plumbers bird dog..not even a master plumber can give you an evaluation that is as binding as an engineers…and even master plumbers aren’t allowed to video inspect sewer mains ..get it?

 

So the video inspection and the PACP SESS engineers collapse risk evaluation is a highly valuable tool for homeowners in many ways…and it cost just $30 a copy. Of course these evaluations are in Alfa Numerical code but there is a glossary that accompanies them so you can de code the information…ie immediate risk of collapse .. collapse is near future..etc.
